Elias Kibler is a 1964 graduate with a Bachelor of Science Degree in Physical Education and a Masters of Art Degree inAdministration of Recreation and Special Education from the University of Maryland, College Park 1977. Currently retired, he served as the Interim Associate Director and the Deputy Associate Director (The DAD) of Community Supervision Services (Probation and Parole), Court Services and Offender Supervision Agency for the Dist. of Columbia. One of
the founding and developing fathers of Court Services and Offender Supervision Agency for the District of Columbia. He has over thirty-seven years of experience in the field of Criminal Justice, having served as an Institutional Counselor, Institutional Case Manager, Field Parole Officer, Supervisory Parole Officer, Chief Parole Officer, and Director of Parole Supervision
Services.

Mr. Kibler is an Adjunct Professor at the University of the Dist. of Columbia, Dept. of Continued Education.

Civic & Community Activities: Mr. Kibler is the recipient of numerous professional and civic awards as well as certificates of training in the field of Criminal Justice and Management. He is a member of the American Parole and Probation Association; member of theAssociation of ParolingAuthorities International; past member of Parole and Probation Compact Administrators Association; past member, Board of Trustees of the Middle Atlantic Correctional
Association; and is a member of the Shiloh Baptist Church.

Mr.Kibler is divorced and the father of one son, Michael N. Kibler, Esquire. He enjoys playing golf and counseling/working with young people.

Alumni Involvement: Member of theBenedict College National Alumni Association, the Washington Alumni Club # 46, the TigersAthletic Booster Club and he was inducted into the Athletic Hall of Fame in 1988.
